What this means for your child
This is a first-come-by-slot round, and seats can run out before your slot ends. Plan to be at Gandamunda before your slot opens, with all original documents, and read the OJEE modalities for the spot round before you leave, because OJEE calls them mandatory. Watch ojee.nic.in for the vacancy seat matrix: the schedule only says who may report, and a slot does not guarantee a seat in your category. If a seat is given, the allotment-cum-admission letter signed by OJEE is what you take to the institution, and you report there immediately. Seats in Odisha are allotted only through OJEE counselling on NEET UG rank; no agent can reserve one, and capitation fee is illegal in India. Choose Freeze or Float using your login ID and complete the payment process before you report; the option is considered only if an upgradation is required. Carry all certificates, mark sheets, the bond, CLC and other required documents in original, with a set of photocopies. After the reporting schedule, if seats remain vacant, OJEE will upgrade using all reported candidates and candidates who filled choices in the stray round but were not allotted. An allotted candidate who does not report is treated as non-reported: the allotment is cancelled and the candidate is out of the counselling process.

Bring all original certificates, mark sheets, CLC and the nativity certificate, a set of photocopies, and the bond where it applies; one guardian may come with you. A DD must be in favour of “OJEE”, drawn on a nationalised bank and payable at Bhubaneswar, with your name and NEET application number on the back. What this means for your child
Only candidates on the stray round state merit list can take part. Anyone who took admission through MCC or OJEE by the end of Round 3 (upgradation included) is not eligible. Most private MBBS vacancies are ST (35) and SC (8) seats; OJEE says reserved seats with no eligible candidates go to the UR category, so General category candidates can register too.
Fee per year (OJEE guidelines): Government colleges ₹37,950; Hi-Tech Bhubaneswar ₹11,56,000; Hi-Tech Rourkela ₹8,54,000; DRIEMS ₹9,08,000; Hi-Tech Dental ₹3,00,000. NRI seats: four times the private fee. University registration ₹3,500 at the institute.
Reporting: complete online reporting and report in person at the OJEE cell, Gandamunda, Bhubaneswar, on the scheduled date with original documents. Pay by Demand Draft in favour of “OJEE”, payable at Bhubaneswar, unless paid online. Missing the window cancels the seat, and no change is allowed after admission in this round.

Do not go to a college on the provisional result. Log in to the OJEE site after 5:00 PM on 10 October for the Round 3 allotment and the allotment letter, then follow the reporting dates in that letter. The notice says the Round 3 provisional result is only indicative and subject to change. Candidates cannot claim any right over the allotted seat on the provisional result, and the notice adds that it cannot be challenged before the Court of Law. Raise any query by 5:00 PM on 7 October and, if you want to leave counselling, withdraw by 10:00 AM on 8 October (extended by OJEE/0570). Download the allotment letter on 8 October, and keep to the reporting dates in the earlier schedule. Seats come only through official counselling.

What this means for your child
Check your rank on the Round 3 list on ojee.nic.in or odishajee.com. Allotment depends on your rank, the choices you lock, seat availability and your category, so fill as many genuine choices as you can and lock them before 11:59 PM on 4 October. NRI candidates who get a seat must bring all original documents as per the MCC NRI notice. If any document is found wrong or forged at verification, the allotment can be cancelled and the candidature may also be cancelled.

The short version. OJEE, Odisha's state counselling authority, opened Notice No. OJEE/389 on 5 August 2026: the tentative schedule for State Quota MBBS/BDS counselling, session 2026-27. Registration ran 6 to 10 August 2026. The provisional State Merit List published 13 August. Round 1's schedule has since been revised twice — most recently by Notice No. OJEE/430, dated 20 August 2026 — and OJEE separately re-revised the Final State Merit List itself on 24 August, after the 1st Phase Registration closed. Per that schedule, the 1st Round Provisional Allotment was released 24 August, the objection window on it closed 25 August at 2:00 PM, and the final 1st Round Allotment is expected around 26 August, with admission and reporting running 28 August to 6 September. Round 2 subsequently ran later than these originally published dates and is now complete (see the Round 2 update below); the Round 3 date as originally published here (25 September) has since been superseded by Notice No. OJEE/516, dated 21 September 2026, which sets a revised 3rd Round schedule — registration for the 3rd Round runs 28–29 September and the 3rd Round allotment result is due 8 October (see the Round 3 update below). Only Odisha State Natives are eligible for state quota seats — candidates from other states may apply only for NRI quota seats. A State Rank is mandatory to participate at all.
Update, 13 September. OJEE published the Round 2 Provisional Allotted Candidates List (state-rank-wise) for MBBS/BDS, Notice No. OJEE/0487, dated 12 September 2026. A discrepancy window on this provisional allotment is reported closing today, 13 September, at 5:00 PM — but that specific deadline is sourced from a counselling update, not from a separately dated OJEE notice we have located, so confirm the exact cut-off directly with OJEE before it passes.
Update, 21 September. OJEE published Notice No. OJEE/516, dated 21 September 2026: the 3rd Round Counselling schedule for MBBS/BDS admission under State Quota seats. Registration for the State Merit List runs 28 September, 11:30 AM to 29 September, 11:59 PM; choice filling and locking runs 1 to 4 October; the 3rd Round Provisional Allotment is due 6 October; and the 3rd Round Allotment result and letter download are due 8 October 2026, with admission/reporting running 11 to 15 October. This 3rd Round schedule itself follows a revision of the State Quota Seats Schedule published 14 September 2026 — a revision OJEE's own notice attributes to a modification in MCC's counselling schedule for All India Quota seats. Registration 28–29 September
OJEE has published the tentative schedule for 3rd Round Counselling and Admission activities for MBBS/BDS under State Quota Seats. Notice No. OJEE/516, dated 21 September 2026, states: “With the modification in MCC counselling schedule for All India Quota seats counselling process and on revision of State Quota Seats Schedule published on 14-09-2026, tentative schedule for 3rd round Counselling and Admission activities are as follows.” In plain terms, this 3rd Round schedule is itself downstream of an MCC All India Quota schedule change, which triggered a 14 September 2026 revision of the State Quota Seats Schedule, which in turn produced this fresh Round 3 timetable.

Discrepancy Window Closes Today
OJEE has published the Round 2 Provisional Allotted Candidates List (state-rank-wise) for MBBS/BDS. Notice No. OJEE/0487, dated 12 September 2026, covers eligible candidates who filled choices as per the rules for Round 2, with individual statuses recorded as FREEZE, RETAIN, or fresh allotment in Round 2. This is a primary, numbered, dated OJEE document — we do not reproduce any candidate's application number, NEET AIR/state rank, or individual allotment/category detail here; check your own row directly on odishajee.com or ojee.nic.in.
Separately, a discrepancy-window deadline is being reported: today, 13 September 2026, by 5:00 PM, for raising discrepancies related to this provisional allotment. That specific deadline comes from a secondary counselling-update channel, not from a separately dated and numbered OJEE notice we have been able to locate — so treat it as plausible (a next-day discrepancy window after a 12 September list is standard OJEE practice) — check ojee.nic.in before you rely on it. If you believe your allotment has an error, don't wait on our confirmation — raise it with OJEE today, before 5 PM, and verify the correct channel for doing so directly with OJEE.

If you hold both Gen-EWS and Odisha SEBC, you must pick one — and the choice is final. OJEE issued a notice on 8 August for NEET-UG 2026 candidates entering state counselling for Odisha state quota seats. It applies to anyone who applied under Gen-EWS in their NEET-UG application and also holds a valid SEBC certificate issued by the competent authority of the Government of Odisha.

The state merit list and seat allotment are generated from whichever category you declare. Claiming benefit under both simultaneously is not permitted. Work out which one gives you the better position before you open the registration form, because the form is where the decision gets locked — there is no correction window for this.
The comparison is not obvious. Gen-EWS and SEBC cut-offs move differently year to year and by college, and the seat counts differ. OJEE's own notice states this without hedging: only NEET UG 2026 qualified candidates who are Odisha State Natives are eligible for the state quota MBBS and BDS seats. Candidates from other states may be eligible for NRI quota seats only, and the notice tells candidates directly to ensure their own eligibility before registering — nobody is going to check for you in advance and tell you not to bother.
The honest read for a Northeast India candidate. Without Odisha domicile, this state quota schedule is not your door. The 15% All India Quota through MCC remains open regardless of home state, and Odisha's NRI quota seats are the only other route this notice mentions — a narrower, fee-heavy path that needs its own verification with OJEE directly. OJEE first revised its schedule on 16 August (Notice OJEE/420), stating plainly: “With the modification in MCC counselling schedule for All India Quota Seats counselling process, a minor revision has been made to the tentative schedule” published on 5 August (OJEE/398). Then, on 20 August, Notice No. OJEE/430 revised Round 1 a second time, citing both MCC's further modification and a revision to the State Quota Seats Schedule published 19 August. This time even the 1st Round Allotment date itself moved — from 22 to 26 August — which had held steady through the first revision. On 24 August, after 1st Phase Registration closed, OJEE went a step further and published a “Re-Revised Final State Merit List for MBBS/BDS Admission 2026-27” — so candidates should check their rank and category against this newest list, not the one published 14 August. Every step from choice filling onward is marked in red in the table below.

The Round 2 vacant-seat display date (31 August, per the first revision) sits inside the new Round 1 admission window (28 August – 6 September). OJEE's 20 August notice revises Round 1 only and states everything else from OJEE/398 stays unchanged — it does not address this overlap. Treat Round 2 dates as provisional and confirm directly on ojee.nic.in once Round 1 reporting concludes; a College-wise Reporting Schedule is still promised separately, in due course.

Largely resolved, 10 September — OJEE's own document now confirms the schedule shifted. A secondary counselling-update channel had, for two consecutive days, described Odisha's Round 2 registration and then choice-filling/locking as running roughly a week later than the 2–6 September dates shown in the table above, which came from OJEE's own originally published schedule. We now have OJEE's own primary-source document corroborating that claim: OJEE published a Provisional State Merit List for MBBS/BDS Admission 2026-27, explicitly titled “After 2nd Phase Registration,” dated 10 September 2026 — direct, portal-sourced evidence that OJEE's own Round 2 (2nd Phase) process genuinely ran later than the table above states, not merely a counselling update's claim. The same channel's latest figures put Round 2 choice filling and locking at 10 September, 2:30 PM, to 11 September, 4 PM — consistent with, and now supported by, the 10 September merit-list date. We have still not located OJEE's own schedule-revision notice restating these exact hours, so we report the choice-filling window as corroborated rather than independently confirmed word-for-word. The Provisional State Merit List itself lists individual candidates by application number, domicile, category and rank across NEET/State/EWS/SC/ST and other reservation columns — we do not reproduce any candidate's row here; check your own name and rank directly on odishajee.com or ojee.nic.in. The same counselling update also lists two Round 2 in-person steps not shown in OJEE's table above: document verification for PC/PwBD-category candidates, and for Ex-Servicemen-category candidates — consistent with the same category-wise Medical Assessment Board and ES Board process OJEE ran during Round 1 registration. Confirm venue and time for either step directly with OJEE before travelling.

OJEE has now spelled out exactly who can fill or modify choices for a Round 2 (85% State Quota) seat. Only four categories of candidate can act: (1) candidates not allotted any seat in Round 1 must give a fresh consent of “Yes” before they can fill or modify choices for Round 2; (2) candidates allotted a seat in Round 1 but who did not physically report must fill fresh choices — their previous choices are treated as null and void; (3) candidates who withdrew from the counselling process for any reason and now want to participate again in Round 2 can do so by giving a fresh consent of “Yes”; and (4) newly-registered Round 2 candidates fill choices as per seat availability and the published schedule.
Two things to note carefully. Candidates who were allotted a seat in Round 1 and physically reported at the OJEE Office, Gandamunda, cannot modify or fill choices in any further round — that seat is treated as settled. Candidates allotted a seat in Round 1 who did not physically report are treated as Non-Reported candidates and will not be considered in further rounds unless they give a fresh consent of “Yes” to fill fresh choices and participate again.

A State Rank is mandatory to participate in state counselling for every State Quota Seat under Odisha's MBBS/BDS courses — there is no route into this process without one. College-wise reporting schedule is notified separately, in due course, once allotment for each round is out.
Odisha Joint Entrance Examination (OJEE), Notice No. OJEE/389, dated 5 August 2026: “Tentative Counselling Schedule for Qualified NEET UG-2026 Candidates for Admission to MBBS/BDS Course Under State Quota Seats.” Revised by Notice No. OJEE/420, dated 16 August 2026, and again by Notice No. OJEE/430, dated 20 August 2026 (“2nd Revised 1st Round Counselling Activities for Admission to MBBS/BDS Course Under State Quota Seats”), both citing modifications to MCC's own All India Quota counselling schedule. A revised list of PwBD (PwD/PC)-eligible candidates followed on 19 August, and a further notice, “Re-Revised Final State Merit List for MBBS/BDS Admission 2026-27 (After 1st Phase Registration),” was published on 24 August 2026. The notice is explicitly titled tentative — verify every date directly before you act, and expect the schedule to move.

OJEE allotted 14 seats in the Physical Stray Vacancy Round on 26 October 2026: 4 MBBS and 10 BDS. Allotted candidates must report to the institution immediately with the allotment-cum-admission letter signed by the OJEE authority.
OJEE Notice OJEE/0627 (24 October 2026) fixes the physical spot round at the OJEE Office, Gandamunda, Bhubaneswar: SEBC candidates report from 11:00 AM to 12:00 noon and General/GC candidates from 12:00 noon to 1:00 PM, in rank order and subject to vacancy in the category. The seat matrix is to be published later, and admission closes as seats are exhausted.

Per OJEE/614 dated 21 October 2026, candidates report at the OJEE office, Gandamunda, Bhubaneswar, on 22 October: DRIEMS Medical College, Tangi, Cuttack at 10:30 to 11:00 AM; Hitech Medical College, Bhubaneswar at 11:00 to 11:30 AM; Hitech Medical College, Rourkela at 11:30 AM to 12 noon; Hitech Dental College, Bhubaneswar and SCB Dental College, Cuttack at 12 noon to 12:30 PM; and all NRI candidates at 12:30 to 1:00 PM.
Allotted candidates report in person at the OJEE Office, Gandamunda, Bhubaneswar, on 22 October 2026, in college-wise time slots between 10:30 AM and 12:30 PM, as per OJEE/611. Not reporting cancels the allotment and removes you from further counselling.
After allotment, candidates choose Freeze (keep the seat) or Float (stay eligible for upgradation) through their OJEE login and complete payment. The option is used only if an upgradation is held.
OJEE lists 152 vacant seats (18 October 2026): 78 private MBBS (Hi-Tech Bhubaneswar 30, Hi-Tech Rourkela 10, DRIEMS 38), 9 Government BDS at SCB Dental College, Cuttack, and 65 BDS at Hi-Tech Dental College. 39 of these are NRI seats.
OJEE has scheduled the stray vacancy round from 17 to 21 October 2026, with multiple upgradations within that window. Exact registration and allotment times are notified on ojee.nic.in.
As per the OJEE guidelines: Hi-Tech Medical College Bhubaneswar ₹11,56,000 a year, Hi-Tech Rourkela ₹8,54,000, DRIEMS ₹9,08,000, and Government colleges ₹37,950. NRI candidates pay four times the private fee.
OJEE Notice No. OJEE/0576, dated 9 October 2026, says the Round 3 provisional allotment was done on 7 October 2026 and that, as per MCC instruction, the State Quota Round 3 final allotment is published only after the Round 3 reporting of All India Quota seats, which was on 9 October 2026. The Round 3 allotment of state counselling for State Quota seats will therefore be published on 10 October 2026 at 5:00 PM, on www.ojee.nic.in. This replaces the earlier date of 8 October, 5:00 PM.

The Round 3 allotment of State Quota seats is now due on 10 October 2026, 5:00 PM (Notice OJEE/0576); the earlier date was 8 October, 5:00 PM (OJEE/0568). You lose the reservation, not just the appointment. OJEE's own notice states this without qualification: candidates missing the dates to appear before the applicable Medical Assessment Board or Ex-Serviceman board shall be deprived of getting PwD or ES reservations. There is no mention of a makeup date in this notice.
Three full rounds plus a 4th, Stray Round, running from registration in early August into October 2026. After OJEE's second revision (Notice No. OJEE/430, dated 20 August 2026) and a further Re-Revised Final State Merit List published 24 August, the 1st Round Provisional Allotment was released 24 August, the objection window on it closed 25 August at 2:00 PM, and the final 1st Round Allotment is expected around 26 August, with admission and reporting running 28 August to 6 September. Round 2 subsequently ran later than originally published and is now complete — Notice No. OJEE/0487, dated 12 September 2026, was its Provisional Allotted Candidates List. Round 3's originally published date (25 September) has since been superseded by Notice No. OJEE/516, dated 21 September 2026, which sets registration for 28–29 September and a 3rd Round allotment result due 8 October, with a 4th Round (Stray Round) to be notified separately. Each round has its own registration window for candidates who didn't get in earlier, so a slow start in Round 1 is not necessarily the end of the road — but each successive round is also thinner on seats.
