Every counselling season, families across the Northeast lose sums between two lakh and forty lakh to people who cannot deliver what they are selling. The mechanics are consistent and the warning signs are recognisable. This page is the one we would want a parent to read before the first payment, not after.
Two facts settle most of it. First, NEET UG qualification is mandatory for every MBBS and BDS seat in India — every quota, every college, every nationality. Second, every seat is allotted through centralised counselling by MCC or a state authority, in rank order from locked choice lists. Nobody outside those authorities can reserve, block or guarantee a seat. Capitation — any payment above the approved fee structure, under any name — is prohibited outright.
It Is Never Framed
as Anything Illegal
Nobody opens with an illegal offer. The pitch is built out of true statements arranged to imply something false. Management quota is real. Cut-offs for it are genuinely lower. Some colleges do have unfilled seats late in the cycle. All true. The false step is the one in the middle — that a payment to an intermediary influences who gets allotted.

A consultancy charging a documented fee for guidance is doing something ordinary and lawful. We do it. The line is not whether money is charged — it is whether the money is described honestly and whether anything is being promised that the payer cannot deliver.

A page saying no seat can be guaranteed will lose us the enquiries from families who want to hear otherwise. Those families will find someone who tells them what they want, and a proportion of them will lose money. We have sat across the table from enough of them, after the fact, to prefer the version where they read this first.
What we actually sell is competence in a process that is genuinely difficult to run alone — overlapping portals, documents that fail verification for reasons nobody explains, choice lists that need ordering by someone who has seen how allotment moves between rounds. That is worth paying for. Access is not for sale, by us or by anyone.

Any payment demanded for admission over and above the fee structure approved by the competent authority, whatever it is called. Donation, building fund, development contribution, corpus fund, infrastructure charge and cash-in-hand to an agent are all the same thing under a different label. NMC regulations prohibit institutions from charging capitation in any form, and states have their own prohibition of capitation fee legislation on top of that.

Because those are two different things. The seat category is legal. The allotment mechanism is centralised counselling on rank order, and nothing bypasses it. So a legitimate management quota admission looks like this: you register on the portal, you lock your choices, you receive an allotment, you report, and you pay the approved fee to the college against a receipt. An intermediary can help you do all of that competently. What an intermediary cannot do is change who gets allotted.
Reading your rank against realistic options, checking your documents will survive verification, constructing a choice list in the right order, tracking overlapping deadlines across MCC and state portals, and telling you when something is not achievable. All of it sits before and around the counselling process, none of it inside the allotment. If a consultant's value proposition is access rather than competence, that is the wrong consultant.
