The Gujarat portal states that 100% of MD/MS/Diploma seats, Government Quota, Management Quota and NRI Quota, are filled on merit, online, only by the Admission Committee. No college, consultant or agent can give you a seat directly. Keep the receipts for the PIN and the refundable deposit.
No one can reserve or sell an MD/MS seat. Every PG seat, management and NRI quota included, is allotted only through MCC or state counselling on your NEET PG rank. Pay fees only to the college or university, against a receipt.
