Kerala does not run a separate NEET counselling form — everything goes through the KEAM application. With that step behind you, the First Phase Allotment has been rescheduled per the revised MCC calendar: option registration/editing is now open until 24 August, provisional allotment moves to 25 August, final allotment to 27 August. A separate facility for 15% AIQ seats in private dental colleges and newly-added PIMS Palakkad follows the same window. Here is the full schedule, and where an out-of-state candidate genuinely fits.

Kerala's First Phase Allotment (CAP) for MBBS and BDS 2026, for candidates on the State Medical Rank List, has been rescheduled — a CEE notice dated 20 August 2026 states this is “as per the revised MCC schedule.” Register or revise options at cee.kerala.gov.in by 24 August 2026, 11:00 AM; provisional allotment publishes 25 August; final allotment 27 August. Candidates who get a seat must pay the fee shown in the allotment memo and take admission between 28 August and 5 September, by 4:00 PM; colleges submit the admitted list by 5 September, 5:00 PM. The same 20 August notice also opens option registration for 15% AIQ seats in private dental colleges (open irrespective of domicile) and adds Palakkad Institute of Medical Sciences (PIMS) to this phase for MBBS. Candidates without a Kerala connection fall in Non-Keralite Category II and can compete only for management and NRI seats in self-financing colleges.
The single most important thing on this page. There is no separate “Kerala NEET counselling form”. Admission to MBBS, BDS, BAMS, BHMS, BSMS, BUMS and B.Sc Nursing in Kerala is processed through the KEAM application on cee.kerala.gov.in. Candidates who assumed a NEET-only form existed have lost entire cycles in Kerala. If you did not apply under KEAM 2026, and you did not use the reopened Medical and Allied window that closed at 11:00 AM on 27 July 2026, Kerala is closed to you for this session.

Withheld-result candidates can still register, but with a catch. The 20 August notice explicitly allows candidates whose results have been withheld for various reasons to register their online options too. But those options will not be considered for allotment unless the candidate produces the required documents to clear the defect and release their rank before 3:00 PM on 23 August 2026 — a full day before the general option-registration closes.
New this round — 15% AIQ seats in private dental colleges, and PIMS Palakkad. The same 20 August notice opens option registration for the 15% All India Quota seats in self-financing dental colleges, available irrespective of domicile, and adds Palakkad Institute of Medical Sciences (PIMS), Palakkad to this allotment phase for MBBS — provisional annual fee ₹8,98,800 (General Category) and ₹21,65,720 (NRI Category). This runs on the same rescheduled dates above. Allotment to these seats is subject to Government approval.
Two clauses that decide outcomes, not just paperwork. The option-registration fee is non-refundable regardless of what you're allotted. And if CEE allots you a seat against an option you registered, you are bound to accept it — refuse it, and you lose that allotment together with every remaining option in the stream, permanently. Register options only for colleges you would genuinely join, in the order you would genuinely accept them.
CEE's rescheduling notice is itself framed as tracking the national MCC calendar — Kerala's state-quota allotment pace moves with MCC's own Round 1 timeline. Confirm the live date on cee.kerala.gov.in before you plan travel for reporting.
Applying Under KEAM Wasn't the Last Step —
You Still Have to Submit Your NEET Result
Even if you already applied under KEAM 2026 and qualified in NEET (UG)-2026, that application alone does not build your rank list. The Commissioner for Entrance Examinations has opened a separate, mandatory online step: submitting your NEET (UG)-2026 result details directly, so CEE can prepare the State rank lists for Medical and Medical Allied courses.
The deadline has no flexibility built in. The online facility at cee.kerala.gov.in closes 10 August 2026, 12:00 noon. Candidates who do not submit their NEET result within this window will not be considered for the rank list at all, for any Medical or Medical Allied course — and the notice is explicit that there is no opportunity to submit the mark details later under any circumstances. This is not a soft deadline you can catch up on in Round 2.
How to Submit
The course list is wider than most people assume. This same rank-list process now explicitly covers Ayurveda (BAMS), Homoeopathy (BHMS), Siddha (BSMS), Unani (BUMS), and a long list of allied courses — Agriculture (BSc Agri), Forestry (BSc Forestry), Veterinary (BVSc & AH), Fisheries (BFSc), BSc Co-operation & Banking, BSc Agri Business Management, BSc Horticulture, integrated BSc-MSc Biology/Microbiology, BSc Climate Change & Environmental Science, and B.Tech Biotechnology under KAU. The practical takeaway for an Assam or NE family. Kerala's government medical colleges are excellent and their fees are low, and neither of those facts is available to you through state counselling. Your two real doors into a Kerala government college are the 15% All India Quota, filled by MCC, and nothing else. In private self-financing colleges you compete under management or NRI quota, at management or NRI fees. Anyone telling you otherwise has not read the prospectus.
NRI quota applicants: a document-defect correction window is open right now. A CEE notification dated 20 August 2026 lets candidates who applied under NRI Quota (KEAM-2026) check their application for defects and correct them — through the KEAM 2026 Candidate Portal at cee.kerala.gov.in, using your Application Number and Password, under the “Memo Details” menu on your profile page. Any defect shown there must be fixed by uploading valid documents by 5:00 PM on 22 August 2026. CEE is explicit that no printout of documents or certificates should be sent to its office for any reservation or claim — correction happens only through the portal upload.
A Structure Unlike Any Other State
Kerala runs a 60% state merit pool, a 30% SEBC block, 8% SC and 2% ST for government and government-aided professional colleges. The SEBC block is the unusual part: it is not one queue but a set of community-specific sub-quotas, each with its own allocation and its own closing rank. A candidate claiming SEBC must pick the correct sub-category and hold the matching community certificate, or the claim fails at verification.
All of it applies only to Kerala nativity candidates. Non-domicile applicants, whatever their category elsewhere in India, compete in the unreserved pool.

No, and this catches out more out-of-state candidates than any other rule in the country. Kerala has no standalone medical counselling application. MBBS, BDS and AYUSH admission runs entirely through the KEAM application — the same application used for engineering, architecture and pharmacy. If you did not submit a KEAM application, your NEET UG 2026 score cannot be used in Kerala, however high it is.
CEE reopened applications for Medical and Medical Allied courses. Candidates who had not applied under KEAM 2026 could file a fresh application; candidates who had already applied for engineering, architecture or pharmacy could simply add Medical and Allied courses to the existing application. That window closed at 11:00 AM on 27 July 2026. What follows is publication of the medical rank list and the Centralised Allotment Process.
Kerala sorts applicants into three groups. Keralites hold Kerala nativity and compete for everything, including reservation. Non-Keralite Category I (NK-I) covers a narrow set of candidates with a qualifying Kerala connection, such as children of certain central government or defence personnel posted in the state. Non-Keralite Category II (NK-II) is everyone else — and NK-II candidates are restricted to management and NRI quota seats in self-financing colleges. A student from Assam or Manipur with no Kerala connection is NK-II.
Not through Kerala state counselling. Government college seats under the state pool go to Kerala nativity candidates, and reservation categories — the 60% state merit pool, the 30% SEBC block with its community sub-quotas, 8% SC and 2% ST — apply only to Kerala domicile students. The route that is genuinely open to an out-of-state candidate is the 15% All India Quota in Kerala government colleges, which is filled by MCC, not by CEE.
Roughly 5,155 MBBS seats and 2,077 BDS seats across government and private colleges participate in CEE Kerala counselling. Amrita Institute of Medical Sciences, Kochi is the state's only deemed university offering MBBS, and deemed seats are filled through MCC rather than CEE. Seat counts move each year with NMC approvals, so treat these as indicative until CEE publishes the 2026 matrix.

CEE's notification dated 20 August 2026 gives NRI quota applicants a window to verify and rectify document defects. Log into the KEAM 2026-Candidate Portal at cee.kerala.gov.in with your Application Number and Password, open your profile page, and click ‘Memo Details’ to see any defect flagged in your uploaded NRI documents. Rectify it by uploading a valid document through the same portal, before 5:00 PM on 22 August 2026. CEE states explicitly that printouts of documents or certificates sent to its office will not be considered for any reservation or claim — correction is portal-only.
