Kerala does not run a separate NEET counselling form — everything goes through the KEAM application. First Phase is complete (Provisional Allotment 25 August, Final Allotment 27 August, admission to 5 September). CEE has now commenced Second Phase allotment for State Quota seats in Government Colleges and seats in self-financing colleges: online option confirmation is mandatory by 11 September, 10:00 AM for candidates who want higher-order options considered, and for anyone with no First Phase allotment. Admitted candidates who wish to vacate their First Phase seat must do so by 10 September, 5:00 PM — but lose all further rounds by doing so. A separate order also approved the 2026-27 seat matrix for three self-financing colleges. Full detail below.

Candidates without a Kerala connection remain Non-Keralite Category II and can compete only for management and NRI seats in self-financing colleges.
The single most important thing on this page. There is no separate “Kerala NEET counselling form”. Admission to MBBS, BDS, BAMS, BHMS, BSMS, BUMS and B.Sc Nursing in Kerala is processed through the KEAM application on cee.kerala.gov.in. Candidates who assumed a NEET-only form existed have lost entire cycles in Kerala. If you did not apply under KEAM 2026, and you did not use the reopened Medical and Allied window that closed at 11:00 AM on 27 July 2026, Kerala is closed to you for this session.

This notice from the Office of the Commissioner for Entrance Examinations does not carry a visible reference number or issue date on the copy we have — we treat the substance as verified and flag this gap transparently rather than invent one.
Online option confirmation is mandatory for candidates who want their higher-order options considered for this Second Phase allotment. It is also mandatory for candidates who have no allotment at all as per the First Phase result. Candidates who do not confirm their options after First Phase admission retain whatever admission they already received in the First Phase — confirmation is not required simply to keep what you already have.

Vacating your First Phase seat is a one-way door. The notice states plainly that candidates who vacate the seat received through First Phase allotment will not be considered for further rounds of centralised allotment to MBBS/BDS courses. Do not vacate a seat you are willing to live with on the hope of a better one appearing later in Second Phase — there is no route back in.
Candidates who receive an allotment in this Second Phase must take a printout of their allotment memo and remit the fee/balance fee (if applicable), then join the course/college allotted.

The Government's Health & Family Welfare (S) Department has approved the 2026-27 seat matrix for admission to the MBBS course in three self-financing medical colleges — Azeezia Institute of Medical Sciences & Research (Meeyyannoor, Kollam), Dr. Mooppen’s Medical College and Hospital (Wayanad), and MES Medical College (Perinthalmanna) — in continuation of earlier orders dated 10 August and 20 August 2026 and a Director of Medical Education letter dated 24 August 2026.

Read the source PDF for the exact column basis before you rely on these figures for a specific seat. Our scanned copy of this order has a digital-signature stamp overlapping part of the table header, and the MES Medical College row carries an extra 25-seat community-quota figure the other two colleges do not show — consistent with MES not claiming full minority status the way Azeezia and Dr. Mooppen’s do, but we have not independently confirmed that reading against the clean G.O. text. The totals do add up correctly for each row. Treat the college/code/total-seats columns as solid, and confirm the exact quota-percentage wording on the order itself, available through the Directorate of Medical Education, before you act on a specific seat count.
First Phase Allotment —
Every Date, Start to Admission
CEE Kerala's original notification of 15 August covered MBBS and BDS together, for every candidate on the State Medical Rank List except NRI quota seats. On 20 August, CEE rescheduled this entire timeline “as per the revised MCC schedule” — and on that revised schedule, First Phase Provisional Allotment is out today.

Spot an error in your Provisional Allotment? Email a complaint by 26 August, 6:00 PM. CEE has set an email-only complaint window for the First Phase Provisional Allotment, closing 26 August 2026 at 6:00 PM — before the Final Allotment is published the next day. If your allotted seat, category or any other detail looks wrong, raise it within this window; there is no complaint route stated for after the Final Allotment is out.
Withheld-result candidates could still register, but with a catch. The 20 August notice explicitly allowed candidates whose results had been withheld for various reasons to register their online options too. But those options were not considered for allotment unless the candidate produced the required documents to clear the defect and release their rank before 3:00 PM on 23 August 2026 — a full day before the general option-registration closed.
New this round — 15% AIQ seats in private dental colleges, and PIMS Palakkad. The same 20 August notice opened option registration for the 15% All India Quota seats in self-financing dental colleges, available irrespective of domicile, and added Palakkad Institute of Medical Sciences (PIMS), Palakkad to this allotment phase for MBBS — provisional annual fee ₹8,98,800 (General Category) and ₹21,65,720 (NRI Category). This ran on the same rescheduled dates above. Allotment to these seats is subject to Government approval.
Two clauses that decide outcomes, not just paperwork. The option-registration fee is non-refundable regardless of what you're allotted. And if CEE allots you a seat against an option you registered, you are bound to accept it — refuse it, and you lose that allotment together with every remaining option in the stream, permanently. Register options only for colleges you would genuinely join, in the order you would genuinely accept them.
CEE's rescheduling notice is itself framed as tracking the national MCC calendar — Kerala's state-quota allotment pace moves with MCC's own Round 1 timeline. Confirm the live date on cee.kerala.gov.in before you plan travel for reporting.
Applying Under KEAM Wasn't the Last Step —
You Still Have to Submit Your NEET Result
Even if you already applied under KEAM 2026 and qualified in NEET (UG)-2026, that application alone does not build your rank list. The Commissioner for Entrance Examinations has opened a separate, mandatory online step: submitting your NEET (UG)-2026 result details directly, so CEE can prepare the State rank lists for Medical and Medical Allied courses.
The deadline has no flexibility built in. The online facility at cee.kerala.gov.in closes 10 August 2026, 12:00 noon. Candidates who do not submit their NEET result within this window will not be considered for the rank list at all, for any Medical or Medical Allied course — and the notice is explicit that there is no opportunity to submit the mark details later under any circumstances. This is not a soft deadline you can catch up on in Round 2.
How to Submit
The course list is wider than most people assume. This same rank-list process now explicitly covers Ayurveda (BAMS), Homoeopathy (BHMS), Siddha (BSMS), Unani (BUMS), and a long list of allied courses — Agriculture (BSc Agri), Forestry (BSc Forestry), Veterinary (BVSc & AH), Fisheries (BFSc), BSc Co-operation & Banking, BSc Agri Business Management, BSc Horticulture, integrated BSc-MSc Biology/Microbiology, BSc Climate Change & Environmental Science, and B.Tech Biotechnology under KAU. The practical takeaway for an Assam or NE family. Kerala's government medical colleges are excellent and their fees are low, and neither of those facts is available to you through state counselling. Your two real doors into a Kerala government college are the 15% All India Quota, filled by MCC, and nothing else. In private self-financing colleges you compete under management or NRI quota, at management or NRI fees. Anyone telling you otherwise has not read the prospectus.
NRI quota applicants: the document-defect correction window has closed. A CEE notification dated 20 August 2026 gave candidates who applied under NRI Quota (KEAM-2026) a window to check their application for defects and correct them — through the KEAM 2026 Candidate Portal at cee.kerala.gov.in, using their Application Number and Password, under the “Memo Details” menu on the profile page. Any defect shown there had to be fixed by uploading valid documents by 5:00 PM on 22 August 2026. CEE was explicit that no printout of documents or certificates sent to its office would be considered for any reservation or claim — correction happened only through the portal upload.
Update, 3 September — the Final NRI Category List is out. CEE published the Final NRI Category List for MBBS/BDS admission 2026 on www.cee.kerala.gov.in (Ref. CEE/404/2026-TA4 I/723922/2026, dated 3 September 2026), confirming which applicants are finally eligible for NRI reservation after the document-defect correction window closed 22 August. If you applied under NRI quota, check your name and status on this Final Category List directly at cee.kerala.gov.in — being on the earlier defect-correction list does not by itself confirm your final eligibility.
A Structure Unlike Any Other State
Kerala runs a 60% state merit pool, a 30% SEBC block, 8% SC and 2% ST for government and government-aided professional colleges. The SEBC block is the unusual part: it is not one queue but a set of community-specific sub-quotas, each with its own allocation and its own closing rank. A candidate claiming SEBC must pick the correct sub-category and hold the matching community certificate, or the claim fails at verification.
All of it applies only to Kerala nativity candidates. Non-domicile applicants, whatever their category elsewhere in India, compete in the unreserved pool.

No, and this catches out more out-of-state candidates than any other rule in the country. Kerala has no standalone medical counselling application. MBBS, BDS and AYUSH admission runs entirely through the KEAM application — the same application used for engineering, architecture and pharmacy. If you did not submit a KEAM application, your NEET UG 2026 score cannot be used in Kerala, however high it is.
CEE reopened applications for Medical and Medical Allied courses. Candidates who had not applied under KEAM 2026 could file a fresh application; candidates who had already applied for engineering, architecture or pharmacy could simply add Medical and Allied courses to the existing application. That window closed at 11:00 AM on 27 July 2026. The medical rank list followed, published 13 August 2026 per CEE's schedule, and the Centralised Allotment Process is now underway — First Phase Provisional Allotment is out 25 August 2026, with Final Allotment due 27 August.
Kerala sorts applicants into three groups. Keralites hold Kerala nativity and compete for everything, including reservation. Non-Keralite Category I (NK-I) covers a narrow set of candidates with a qualifying Kerala connection, such as children of certain central government or defence personnel posted in the state. Non-Keralite Category II (NK-II) is everyone else — and NK-II candidates are restricted to management and NRI quota seats in self-financing colleges. A student from Assam or Manipur with no Kerala connection is NK-II.
Not through Kerala state counselling. Government college seats under the state pool go to Kerala nativity candidates, and reservation categories — the 60% state merit pool, the 30% SEBC block with its community sub-quotas, 8% SC and 2% ST — apply only to Kerala domicile students. The route that is genuinely open to an out-of-state candidate is the 15% All India Quota in Kerala government colleges, which is filled by MCC, not by CEE.
Roughly 5,155 MBBS seats and 2,077 BDS seats across government and private colleges participate in CEE Kerala counselling. Amrita Institute of Medical Sciences, Kochi is the state's only deemed university offering MBBS, and deemed seats are filled through MCC rather than CEE. Seat counts move each year with NMC approvals, so treat these as indicative until CEE publishes the 2026 matrix.

A notification dated 6 August 2026 opened a separate, mandatory online facility at cee.kerala.gov.in for candidates to submit their NEET (UG)-2026 result details, required to prepare the State rank lists for Medical and Medical Allied courses. This closes 10 August 2026 at 12:00 noon. Candidates who do not submit within this window will not be considered for the rank list under any circumstances, even if their original KEAM application was otherwise complete — there is no later opportunity to submit.
CEE's notification of 15 August 2026 originally opened online option registration the same day, with options closing 20 August. CEE's notification dated 20 August 2026 gives NRI quota applicants a window to verify and rectify document defects. Log into the KEAM 2026-Candidate Portal at cee.kerala.gov.in with your Application Number and Password, open your profile page, and click ‘Memo Details’ to see any defect flagged in your uploaded NRI documents. Rectify it by uploading a valid document through the same portal, before 5:00 PM on 22 August 2026. CEE states explicitly that printouts of documents or certificates sent to its office will not be considered for any reservation or claim — correction is portal-only.
