Does this application get me into Round 1 automatically?

It gets your name onto the State Merit List, which every round draws from — but the notice is explicit that online counselling itself will start as per a separate counselling schedule, not immediately after this application window closes. Submitting the form is the first step, not the whole process.

Can a candidate from outside Jharkhand apply through JCECEB?

This notice doesn't spell out residential eligibility itself — it explicitly defers that to the fuller Important Notice on JCECEB's own website, which covers residential criteria directly. Given Jharkhand's State Quota structure mirrors most other states, expect it to be domicile-restricted like the rest of this counselling series; confirm the exact residential clause on the JCECEB site rather than assume either way.
